Your questions about PSCE — Volet 2.
What is the PSCE Volet 2 program?
PSCE (Programme de soutien à la commercialisation et à l'exportation) Volet 2 is an Investissement Québec program that funds commercialization and export development activities for Quebec companies. It covers up to 50% of eligible costs, with a maximum of $60,000 per company per year.
How much funding can I get from PSCE?
PSCE covers up to 50% of eligible expenses, capped at $60,000 per company per year. The program window opens May 27 and closes June 10, 2026 — it is competitive and fills quickly, so early application is strongly recommended.
Who qualifies for PSCE?
Quebec-based for-profit companies or social economy cooperatives with a French-language website, a maximum of 250 employees, active Quebec establishment, RENA-compliance, and francization compliance qualify. The company must be pursuing export or commercialization outside Quebec.
What activities does PSCE fund?
PSCE funds export market development activities: trade show participation, certification fees for foreign markets, marketing material adaptation, market studies, prospecting missions, digital marketing for export, and external consulting fees for commercialization strategy.
Can PSCE be combined with CanExport?
Yes. PSCE (Quebec provincial) and CanExport SME (federal) can target the same export project but typically cover different expense categories or different phases. Hubvention structures both applications to maximize combined funding without double-counting.
Is PSCE a grant?
PSCE is a non-repayable grant — you receive the funds after incurring and documenting the eligible expenses, with no obligation to repay as long as program conditions are met.
The window is very short (May 27 – June 10) — how do I prepare?
The short PSCE window requires preparation in advance. Hubvention starts structuring the file weeks before opening: eligibility validation, expense mapping, project narrative, and budget. On May 27, we submit immediately to maximize chances before the envelope is exhausted.
How does Hubvention help with PSCE?
Hubvention manages the complete PSCE mandate: eligibility audit (website, RENA, OQLF, employee count), project structuring against IQ criteria, budget construction, and submission on the first day of the window. We stack PSCE with CanExport SME and SEB for maximum export funding coverage.
