What is MFOR?

MFOR is a Quebec MRNF program supporting the modernization and improved competitiveness of Quebec's forestry industry. It funds equipment modernization, digital technology adoption, energy efficiency improvements, and workforce training for forestry and wood products companies.

Who is eligible for MFOR?

Quebec forestry companies including sawmills, pulp and paper mills, engineered wood producers, forest harvesting operations, and secondary wood products transformers are eligible. Projects must contribute to the modernization and long-term competitiveness of Quebec's forest industry.

Can MFOR be combined with ITIF?

Yes. MFOR (Quebec provincial) and ITIF (Natural Resources Canada federal) are frequently stacked for large forestry modernization investments. Each program covers its own eligible cost pool within the project, and cumulation rules must be respected.

Does MFOR cover digital transformation?

Yes. Digital forest management technologies, precision forestry systems, sawmill optimization software, and digital operational management tools are eligible under MFOR's technology adoption mandate.

Can MFOR be stacked with SR&ED?

Yes. If the modernization project includes qualifying R&D work (new processes, novel technology adaptations), SR&ED can be claimed on eligible R&D expenditures while MFOR covers capital and implementation costs.
